The package currently verified from NuGet.org and the source candidate are different identities. eng/documentation-release-state.json binds the published version, source version, target framework, first-contact install pages and active stability record.

Evidence records are tied to named artifacts or commits. A test count does not by itself prove package publication, restore, runtime policy, benchmark validity, sandboxing or outsider usability.
